The ratings for buildings could be made mandatory, for example. Some states, like New York, have banned natural gas in new homes. The Communauté métropolitaine de Montréal has done the same.
Isn't that regulatory aspect essential? Without that, we can't be sure the objectives will be met. What could be proposed?
