Can it be incorporated in a PACE-style program? Is it considered an energy retrofit or a home renovation? It's purely a matter of regulatory interpretation. It depends on how it's applied, actually. Quebec's legislation has to be amended to enable municipalities to scale up PACE-type programs and incorporate retrofits.
