Well, most of the codes try to do the same things. Most countries are very concerned, for instance, with the period when someone leaves a minister's office and goes back to the private world. How do you negotiate that relationship? How do you go from being someone who's on the inside to being someone who is very sought after and would be very useful on the outside? What are the ethical implications of making that switch?
On the one hand, you want to make sure the person who is coming out of a ministerial role or from a minister's office is not so heavily penalized, or that the cooling-off periods are so onerous that the person wishes to have never been there in the first place.
