He started by saying Mr. Carney's conflicts are vast, and then he ended by asking whether it wouldn't be better if the PM just heeded the advice of the commissioner. In your opinion, and in the opinion of the others who were involved in this process, has the Prime Minister heeded the advice of the commissioner and followed the rules?
