In fact, we believe it is one of the primary reasons why you have that whole curbsider effect, where people are purporting to be licensed auto dealers but in fact they are clandestine private sales, really. Of course, this is not only a disadvantage to the government, in the fact that it's not getting its fair share of the GST revenues, but it is disadvantageous to legitimate businesses who are collecting those taxes and remitting them. It also opens up the floodgates with regard to consumer protection. People are purchasing vehicles that are not warrantied, that have not been properly certified, and so on.
We believe this is more about eliminating that industry and moving in a fashion that would level the playing field.
