The payment that's being made is not to protect against declines in equalization; it's a payment to make sure that the total amount of major transfers a province is receiving in 2010-11 is no lower than it was in 2009-10. As for the second part of your question, in clause 1647 we're simply correcting a reference mistake that was in the legislation pertaining to a payment for Ontario in 2009-10, I believe. I don't have the exact part of the act with me, but it is an existing payment that's already in the act. It doesn't change the level of the payment, but just corrects this reference.
