I think that having a permanent arm's-length commission that will make recommendations to Parliament on equalization payments on a regular basis would be more transparent. It's something they do in other countries, such as Australia. They will report every year on how they calculate equalization payments and the choices they make. Between these reports, they will go across the country and consult with provinces about their fiscal needs and their perspectives, as well as with business groups and other civil society actors.
