One of the things you're telling us is that, if we don't have the necessary infrastructure in place, 36,000 housing units cannot be built. We recognize that we are facing a housing challenge and that we need to build, but if the basic infrastructure isn't there, we can't build. So it's a chicken and egg situation. We have to invest heavily and give you the necessary tools to build.
