Mr. Fair, I heard you say that you feel that deemed filing is essential. I think it's important for us to hear that at this committee. I want to be clear that it seems to me that of all your recommendations, the only one that is not already possible within the existing wording is the one around missed returns in the last three years.
Am I correct in understanding that's the only one of your recommendations that is not in the current wording? If you need to send us an answer to that in writing, that would be okay too, because I'm out of time.
