For a level 2, I understand you have to fish for a number of years, and you have to be active in the fishing industry, not the sealing industry. You have to be a core fisherman.
I'm not knocking the fishermen, don't get me wrong, but it was very frustrating that I couldn't sign on someone when I had the required skills to operate that boat.
