The reason it's not intuitive is that there is an assumption that recreational fisheries are catching a tremendous number of chinook in the region, which they are not. We're already dealing, in the Strait of Juan de Fuca, with the most restrictive management measures on salmon fisheries anywhere on the coast of British Columbia.
