We're in the loop early, but then it sort of takes on a life of its own. I don't know how to explain it, but as I said, in the region in Newfoundland, they have to write their report. They send it to Ottawa. Fisheries management looks at it. Science looks at it. There are multiple people who look at it, so we're definitely in the loop early, but getting the decision made seems to take the time. That seems to be the issue.
