I want to thank both of you for your presentations. I have a rhetorical question, and I'm going to get to the actual questions on CIDA.
Is the war winnable, and if it is, how will we know when we've won?
The question I have, through you, Mr. Chairman, to Ms. MacDonald, is that you were very critical in your report of the Canadian International Development Agency in terms of its role in Afghanistan, and in particular in the delivery of development assistance. You call upon the government for a special envoy to Afghanistan for better coordination. I certainly support the notion of better coordination.
Could you briefly elaborate to the committee where you see the failure of CIDA and why you think this envoy would be more advantageous in terms of the kinds of needs on the ground that we're hearing about?
