I don't think our government is responsible for bringing a white paper every four years, or every so many years. In the last Parliament we had an IPS, an international policy statement, that gave a little bit of an indication as to the direction the government was...a state of the union statement basically on Canada's involvement around the world, their vision, their thoughts on certain policies.
