Once the so-called flashpoint of the conflict is past, the United Nations perhaps could be more active in stepping into places like that. We saw that in Yugoslavia, if I'm correct, but not in Iraq. In fact, in Iraq there was a tentative effort, and then they pulled out. What does that say about the United Nations?
