First of all, even if the Taliban is expelled for a little while, they will come back. This is not a winnable war. The Pashtuns belong to Afghanistan and they need to be part of the political process. They have to be brought under the political rubric. This was not done in the beginning. It should be done now. It is not possible to get them out forever. It was done in 2001, but they came back. Maybe for a year they can be expelled, but they will come back. It is just not possible to let them out. There has to be some kind of process—I don't know if you call it a peace process—and I'm not so sure that the UN will be able to do it. In my mind, the UN is part of the problem in Afghanistan. They are coordinating the aid. It is messed up.
I don't have much faith in the UN process, but Afghan leadership is required, together with the support of the international community. A super-envoy might be a good idea.
I don't know about military strategy. The only think I know is that the Taliban cannot be left out of the country. It is their country and they will have to be part of it. Maybe not the very hard-core, but the mid-level people are not really terrorists. They are recruited. They are unemployed youth, illiterate. They have no life opportunities, no life chances, and they're recruited into the Taliban. It is possible to negotiate with them. I don't know if it's a peace process, but I must say that it must be the Afghans who take the leadership and not the UN. That is not possible.
