Your essential argument is education but no sanctions. Your company and the people you represent don't want to lead with liability, if you will; I think that was the phrase you were concerned with.
Tell me what you think about this statement:

In the event of a serious failure and when steps to bring the company into compliance have also failed, government support, financial and/or non-financial for the company should be withdrawn.
