The first step should be for donors to push to reverse the civil society law and to bring the general human rights environment back to the limited freedoms that were available a couple of years ago. We're at a point today where it is extraordinarily difficult for any independent organization to function in Ethiopia, be it a national institution or a non-governmental institution. Putting more money into an institution without the preconditions for a civil society, with independent voices able to function in Ethiopia, is just putting money into...I don't know where. It's not going in the right direction.
