We have been very clear. We weren't saying we had a strong view on whether the amalgamation was good or bad. But given that a decision was taken to amalgamate, then let's make sure we get it right. We think this legislation has some of the key things in place. There's a clear focus on poverty, there's a mandate, there's a minister with a clear mandate, and there's a deputy minister.
