As a follow-up to that, I would note—and this is something that was stressed already—there is nothing in this legislation that would allow a member of the Canadian Forces or anyone else to violate existing legal obligations. This does not change in any way Canada's obligations under the Law of Armed Conflict, nor does it change in any way any other domestic legislation that would relate to a person in a command position like that, so there certainly would be no legal authority to authorize an indiscriminate attack using cluster munitions or any other munitions.
