If you were counselling legislators, as I guess maybe you are here, on the sort of phrasing they might consider using when it comes to proposing changes to the SEMA, for example, or any sanctions legislation related to human rights violations, what sort of phrasing could be used so that we properly capture human rights violations on a scale that merits the imposition of sanctions?
