Yes, that, basically, is it. They have a law enforcement mandate. In theory, they are negotiating with somebody who should be arrested, or they should be pursuing and filing criminal charges against them. To me, it's an inherent conflict of interest, which seems to be primordial. I would argue that the security and safety of Canadians is the principle objective of the exercise.
