Honourable members of the committee, I see quorum. I must inform the members that the clerk of the committee can only receive motions for the election of the chair. The clerk cannot receive other types of motions, cannot entertain points of order, nor, as you know, participate in debate.

We can now proceed to the election of the chair.

Pursuant to Standing Order 106(2), the chair must be a member of the official opposition.

Our routine motions...we have a planning subcommittee comprised of the chair and the two vice-chairs, and then one more member from the government side. At the earliest convenience, could we have a meeting of the planning subcommittee?

Mr. Chair, with your permission, I would like to take a minute to address the distinguished members of our assembly.

This will be on a very happy note. As you know, the Quebec Winter Carnival will begin next February 7. We will then be welcoming people from everywhere, since this is an international carnival. Thus I feel I can speak about it to our committee. We will be welcoming people from Alberta, and delegations from everywhere will be coming to Quebec. That is why I am happy to invite you to come and celebrate our winter carnival with us in Quebec City during the weekend of February 7 or February 14.
