Mr. Chair, with your permission, I would like to take a minute to address the distinguished members of our assembly.

This will be on a very happy note. As you know, the Quebec Winter Carnival will begin next February 7. We will then be welcoming people from everywhere, since this is an international carnival. Thus I feel I can speak about it to our committee. We will be welcoming people from Alberta, and delegations from everywhere will be coming to Quebec. That is why I am happy to invite you to come and celebrate our winter carnival with us in Quebec City during the weekend of February 7 or February 14.
