That concern has been raised by some civil society actors. There are many people in this space, and some of them really want some IP criteria to be included in the definition of “Canadian supplier”. I personally prefer employment, but I'm open to either being a potential condition for qualifying as a Canadian supplier.
Part of it comes down to what your philosophy is for a buy Canadian policy. Is it about driving entrepreneurship, or is it about mitigating the current effects of trade actions, principally by the United States, but also instability more broadly? If it's the latter, then maybe employment is a better condition; if it's the former, then maybe we need more language around IP.
