Buy Canadian is generally considered to be a positive discrimination approach to social procurement, if you're thinking about it in terms of the literature. Oftentimes, scholars will cite “buy national” as an easier approach than altering bid assessments. You limit competition from the start. Then, from there, you adjust bid assessments.
That's not what we're doing here. We're allowing competition and international suppliers, providing they have an agreement with Canada to still participate. Then, we are introducing additional bid assessment components thereafter. We lose the benefit commonly associated with positive discrimination approaches to social procurement. As a result of that, there's going to be a bit more administrative overload.
