The objective of this policy, if I'm not mistaken, is to develop our industrial capacity and Canadian industrial resilience. However, how can a procurement policy lead to the development of industrial sectors, such as research, training and capital? Is this policy necessary, or should we start by thinking about long-term actions for our industrial resilience?
