I am just wanting to ask for a comment about an article by Michael Howlett and Andrea Migone of Simon Fraser University. In it, the authors note that, rather than trying to improve efficiency, “Government efforts instead have often focussed on layering additional requirements...on top of an already complex set of bid requirements.”
Can you comment on that?
