The number is probably higher. If they're relying on the point-in-time counts that were referred to, those counts are done within shelters and of folks entrenched in the streets. Veterans don't tend to access shelters. They are more likely to live in their car, stay with a buddy or live rough in the woods. There's a component of the hidden homeless, which is not factored into that number.
