Companies are winning government contracts by promising top-notch experts, then swapping them out for people who don't have the same skills once the deal is signed. Instead of using the tools they already have to stop it, the government's main contracting department decides to stop checking the qualifications of the people doing the work at all.
Help Canadians understand this. Why would a department decide it's easier to change the rules than to enforce them? What does that say to taxpayers, who just want to know that when they pay for quality, they actually get it?
