I understand your point of view as a farmer. It's all well and good to have a strategic plan or to try to have a national framework, but you need flexibility to be free to do the things you want to prioritize, not to disadvantage others, but to be forward-thinking. These initiatives should not be delayed or hindered by funding requirements in the context of a uniform national framework.
