I don't see it as a risk. That is in fact their priority, but it won't meet the needs of Canadians come the next pandemic or other such event.
We're here talking about sovereignty. That's part of the big picture. As I said earlier, we need to think about those major innovators, but we also need to think about Canadian-owned manufacturers.
