When you're looking at fines and the different penalties associated with this, I believe they do act as that deterrent. One thing I'd like to highlight to this committee is that within the definition of therapeutic product, it does include a wide variety of products. It includes drugs, biologics and medical devices.
Perhaps I can use medical devices as an example. That includes a wide variety of products that have levels of risk associated with them, including what we call “level one” products, such as manual toothbrushes or cotton swabs. In this scenario, where we're talking about removing natural health products from the definition of therapeutic products, it means that there is power there for the minister to recall a cotton swab if there was a risk to the public, but they would not be able to do the same for a natural health product.
