If we're looking at fixed-date elections, we could use one month before the election to do targeted enumeration in the 1.4 million—or 1.8 million, if you want—homes and facilitate that process greatly, involving candidates who would have more time to do this at the time, and focus on the list, so that when the writs are dropped you would have a much better list.
