Mr. Chénier has also spoken to this, and Mr. McDougall. It intends to explicitly add the concept of borrowing, and from the description I've heard--maybe I can get this confirmed--because of the policy with respect to comments within parentheses, this actually isn't necessary. Perhaps you could--

Mr. Chair, it's technically not necessary. The parenthetical expressions are for clarity purposes only. They do not have substantive effect. The reason they weren't included in the original draft for that clarity is that it's the policy of the Department of Justice drafters that only when the substantive provision is opened before a proposed amendment are the clarifying provisions then changed. So there is no problem from a technical perspective in doing this. That's just the explanation as to why it wasn't done in the first place. The effect with or without them is the same.
