I must say that it depends on the premise. If we have concomitant events, an election and a referendum at the same time, it would be relatively--I'm saying this with caution, however--simple to adapt the third party regime that exists in the current act to meet the requirements of a referendum in an election. Again, I don't necessarily see the need for committees for concurrent events. I think we can build on what already exists in the Elections Act and the regime for third party advertising. If we have a separate legislative framework with separate events, I think the regime of committees needs to be addressed.
