To be correct, I think when a motion is transferred by the House, the House is saying it doesn't want to deal with it because it has other business, so it sends off the authority to deal with the matter. It's only a delegated authority. It has to come back to the House for concurrence, which is the point of concurrence motions. The actual privilege remains that of Mr. Stoffer, as opposed to the privileges of the committee itself.

That is my interpretation too, but we will do some more homework on this. If it's all right with the committee, at our next meeting we'll discuss how we will do this in the future.
Our next meeting, on Tuesday, is a full meeting. We'll set aside a small amount of time at the end to deal with how we'll move on this issue. We will probably deal with it in the second meeting of next week.
I'm looking for some nods that I'm on the right track.
