I think, Mr. Toews, a bit of difficulty we have, on this side of the table anyway, is really the concept of double jeopardy. We're going to have the investigation going on. If they're ultimately successful in identifying the culprit, there will be charges and, assuming a conviction, some penalities. At the same time, if the person's identified at any time, this committee may very well be recommending penalties within the parliamentary system.
I just put that on the record; I don't want a comment on it, but that's a bit of a struggle we're having here.
