Listening to other testimony from other jurisdictions, this is a very unique overlap area. It felt like there was a lot of miscommunication. There are articles out there that are talking about the breakdown of communications that have been tracked through emails between different departments. Without that intelligence, was there...?
I guess what I'm asking is this: What would be different if the precinct were expanded? Would it clarify some of those things? Would it allow for responsiveness to be different or more unique, or is it just “now we know better and we're going to do better”?
