I think this is the balancing that the code needs to achieve and that this committee needs to achieve and consider in terms of having a process—a process that's accessible, a process where there's no chilling effect on the raising of issues—but at the same time understanding the context in which this is taking place with members of Parliament in a very public sphere, with public reputations. What would be the impact of the mere filing of a complaint?
Now, the code does provide that, at the end of the day, there can be some filings in terms of whether a complaint is frivolous or vexatious, so there may be some remedy there in terms of findings at the end of the day. But that is the challenge in terms of whether and to what extent you will be limiting the ability of members to speak.
