I have a quick comment on that.
In terms of measuring it, in England, they're at the end of their ten-year program; in fact they were in 2007. They have developed a number of very useful measures and reports that are highly readable. It would be very useful to look at what they've done, but of course we can't implement the system they use there. They count people on the streets, for example, which presents a challenge in Canada, and there are different political things. Of course, they only have two levels of governments and a very small country. It would be very worthwhile to look at how they do it.
