When you're responding to things on a project-by-project basis, how does that help in terms of a long-term plan and strategy? I know other organizations have done it on their own. But a long-term human resource strategy, which requires not dealing with things on a project-by-project basis but actually having the mechanism in place to develop that strategy, looking at labour market information, looking at all the demographic information and trends, and developing that strategy around recruitment, retention, all of those kinds of things that are in an HR strategy....
