First of all, I would like to congratulate Mr. Bains on introducing his bill. Having tabled a private member's bill myself, I know it's quite a process. He's here to advocate for his bill today knowing that some people are for it and others are against it, and I want to commend him for doing so. In a democracy, we have to be able to defend a point of view on an issue that matters to us, but we also have to be receptive to feedback, whether favourable or not. If everyone's approach is constructive, I think we can have some good discussions.
Mr. Bains, when you were coming up with your bill, did you start by holding consultations? Workforce training falls exclusively within Quebec's jurisdiction under the Canada-Quebec Labour Market Agreement in Principle, which was signed in 1997 by Lucien Bouchard, then Premier of Quebec, and Jean Chrétien, who was Prime Minister of Canada.
