Well, I think the government has. This is a complementary bill that pinpoints one area, looking at skilled trades specifically. The government, in 1995, had the agreement on internal trade, which is now the Canadian Free Trade Agreement. Then our government took the step to reduce internal trade barriers by 100%.
How can we also complement the work that the government's doing? We need to do more. We have to continue to do more. This bill, then, does a little more. If we're going to do that, we need the people to do it, so this allows for that.
