We asked this question, and the department told us it was due to budget constraints. I would have expected that at least the 4,000 investigations would have been pursued to completion, but we found that over 40% had been closed due to a lack of communication with the students. This does not answer the question of whether the individual is studying full-time and complying with the conditions of their permit.
