My impression is that the German authorities are much more subtle in their approach. It’s not that they’re insisting that consent isn’t important; it’s just that they strongly encourage asylum seekers to relocate, and they’re not the only European government to do so. Services are offered in a specific Land. So, if an individual doesn’t want to go there, there will be a whole series of administrative problems. It is therefore coercive, in a way. I see it as a kind of coercive administrative measure.
