The characteristics of asylum seekers are unknown in the sense that, unlike the economic immigrants and those in the refugee resettlement program, asylum seekers are not vetted by the government. Some asylum seekers may be very highly educated. Other asylum seekers may not be fluent in English or French at all. It is an unknown factor.
