To a certain extent, Canada is part of a global migration system where there has been an increased amount of human movement over the past decade. I will say, though, that the attempt by the government to address the backlog through Bill C-12 is purely going to shift the backlog from the Immigration and Refugee Board to IRCC. There are other ways the government could reduce the backlog.
