The government allowed the refugee backlog to increase massively. That's clear from the numbers. Part of that is because people use the asylum system as a last resort to stay in Canada. There are a lot of stories. There was one case recently in the GTA where 17 alleged criminals all of a sudden all claimed asylum at the same time.
