The start-up visa program holds a lot of promise and a lot of potential. It's certainly what Canada needs, but it is bogged down in some administrative challenges. It's important to consider that we are competing for this start-up talent with the U.K., with Germany and with EU countries. There is a global digital economy that we are in competition for talent with. The more efficient we can make our systems, the better we will do at attracting that talent to Canada.
