Put simply, the risk is economic contraction—businesses shrinking, productivity reducing, competitiveness becoming a challenge, and it being harder to grow businesses and add shifts, so they simply won't.
In terms of the biggest risk, I keep pleading with this committee to step back and look at the broader context of the risk we're facing with the United States right now. There's an active campaign by the United States to recruit our companies to the U.S. We need to make it as attractive as possible to do business here. That includes having access to the labour that can operate the shifts, the mills and the facilities.
